"special report." good eveninging. i'm bret baier. just before jetting off to an eight-day vacation on martha's vineyard president obama took volley of questions from a white house press corps feeling neglected the past several months. the topics varied but the president had a message to get out about government surveillance. here a chief white house correspondent ed hen prip. >> afternoon, everybody.

these have a seat. >> reporter: president obama used his first full-scale news conference in over three months to try and get out in front of the nsa surveillance controversy he was on his heels over a range of national security issues from his prickly relationship with russia to terror threats from al qaeda and why he still hasn't brought the benghazi killers to justice. >> i also said we'd get bin laden and didn't get him in 11 months. so we have informed, i think, the public there's a sealed indictment. >> reporter: the president was referring to the fact that u.s. officials earlier this week revealed the justice department filed its first criminal charges against an unknown number of people believed to be involved in benghazi, which the president vowed to get to the bottom of last september 12th. >> we will work with the libyan government to bring to justice the killers who attacked our people. >> reporter: pressed by fox today on whether his administration is close to having suspects in custody, mr. obama's body language hinted they are.

>> i will leave it at that. but -- this remains a top priority for us. anybody who attacks americans, anybody who kills tragically four americans serving us in a very dangerous place, we're going to do everything we can to get those who carried out those attacks. >> reporter: given the current terror threat from al qaeda in the arabian peninsula, the president on dwhaens past dirk claxs that al qaeda was on the road to defeat. >> what i said in the same national defense speech back in may, that i referred to earlier, is that core al qaeda is on its heels, has been decimated, but what i also said was that al qaeda and other extreme ichts have metastasized. >> reporter: the president did make distinction this spring he was not quite as clear on the

and now pickings from the political grapevine, talking about something for nothing. millions in government contracts have been paid to fake businesses, registered to people who do not exist. a woman in maryland pleaded guilty this week to conspireing to commitment wire fraud for creating 15 phony businesses in several states under made up names. the u.s. attorneys office from maryland says lorraine whitehead was awarded federal contracts to provide everything from books

and snowmobiles to plants and paint for the u.s. government. she then subcontracted legitimate companies to provide those goods. they were never paid. the washington examiner reports the homeland security department even issued whitehead a government credit card with little investigation into the legitimacy of her company. she racked up 40 grand in charges on that card. as part of the plea deal, whitehead must pay back $2.4 million, and hand over her audi suv. friday follow-ups. the associated press issued a correction after changing a foet from president obama to correct his mistake. yesterday we told you the panchts added words parenthetically to get around the president's declaration charleston, survivor and jacksonville were on the gulf coast. today the a.p. said, it wasn't known that the president was suggesting they were. the a.p. should not have added the phrase in an effort to

>> and this phony distinction, because last year in the election, the election rate, he made no distinction that al qaeda was on the run. bin laden dead. all of that stuff. detroit is dead and al qaeda is obviously alive. it's a distinction he wants to make and pretend he's always been making it, but it does shed light on why they so insistent on denying that the benghazi attack was a terror attack by an affiliate of al qaeda, because, remember, the run-up to the election, al qaeda was supposedly dead, and it would have meant admitting that there were al qaeda affiliates even in north africa. this isn't even in yemen that everybody knew about, but even in north africa. capable enough of attacking an embassy, sacking it and killing an ambassador. so a distinction they only used after an election as a way to cover-up the cover-up that happened before the election. >> julie, ed henry asked about benghazi and the president

happened that night. i think, though, that it was very interesting to just listen to the president's words and listen to his body language, watch his body language. often when he answers questions in these press conferences he's very expansive in his answers. when he answered that question on benghazi, very short, tight, concise answer. clearly something he didn't want to necessarily be talking about today. >> jason, there is a difference in how the president deals with, for example, going after the people in benghazi and he goes after terrorists in afghanistan and pakistan along the border there, one with drones and blowing them up and killing them. the other with sealed charges. >> sure. and he said there was a reason these charges are sealed. he wouldn't reveal it, but as we just heard a very clipped response. he sound very resolved. that was one of the responses, i think -- i think one of his better responses in the press conference, i think. >> charles? >> because it was, actually, because it involved a clever

sleight of happened. immediately plays the osama card first. reminds you, i got the big fish. you've got to give me a pass. he plays that card over and over again. he did, of course, all of last year, because it is the only major achievement, and, yes, he has killed a lot of bad guys with the drone warfare, but the down side of that is, he has to kill them, because there is no way under the rules he has laid out in this administration, all the rules to sort of absolve us of the crimes of the bush years, so-called, you can't capture it, have nowhere to put them, no way to interrogate. enormous and almost entirely on nsa and signal intelligence a huge imbalance that puts us on the defensive. >> the question that came up and were you one of the neof people asked it, julie, the situation with russia and the relationship with putin. take a listen to the president on that. >> i don't have a bad personal

relationship with putin. when we have conversations, they're candid, blunt. i know the press likes to focus on body language and he's got that kind of slouch looking like the bored kid in the back of the classroom, but the truth is that when we're in conversations together, oftentimes it's very productive. if issues are framed as, if you as a sport, then russia should be against it or we're going to find way where is we can poke each other at every opportunity. then probably we don't get as much stuff done. >> julie? >> well, the president said he doesn't have a bad relationship with president putin. he certainly doesn't have a good relationship with president putin. the issue with edward snowden magnified it further. back to when president putin reazoomed his post. the first term, managed to have a pretty productive relationship with medvedev.

this is an obama/putin issue. i would point out in one of obama's answers he basically hinted at fact that russia would not face anymore punishment, though, for granting edward snowden asylum. that's interesting. as much of this bothers the president and bothered the white house, they recognize that the snowden issue is just one in a series of issues they have to deal with russia on. many with even larger geopolitical implications. so i think that the summit in september cancelling it, significant, but i look for larger punishments as we go forward. >> also talked about the gay and lesbian issue in russia and how if russians don't have gays and lesbians on their teams, they'll be weaker. >> yes. i mean, that's when he really seemed to lay in to russia over this issue. this is a country that's been undermining us in syria, in north korea and latin america. you name it. then the snowden thumb in the eye, and the president's

interesting question is why it is that my friends in the other party have made the idea of preventing these people from getting health care their holy grail, their number one priority, the one unifying principle in the republican party at the moment is making sure that 30 million people don't have health care, and presumably repealing all those benefits i just mentioned. >> well, it was the most fired up the president got in this news conference talking about republicans and the efforts to de-fund obama care, and the latest fox news poll, the implementation of the president's health care law, we were asked -- the respondents were asked, it's going fine or it's a joke. 57% say the implementation is a joke. we're back with the panel. julie, he was pretty adamant, although he conceded that there are going to be glitches along the way. >> absolutely, and as you said,

this is probably the most passionate i've heard the president on this specific issue in quite a long time and that really underscores just how seriously they are taking this at the white house because they know that if this next round of implementation that focuses on the exchanges doesn't go off smoothly, it could really derail the larger bill so there's a lot of anxiety here about that piece of it. he did lay down one marker when he was talking about republicans that i think we'll hear not only as we get into the health care implementation but also the budget battle and the republicans start decided whether they will link obama care to that, where he basically tried to cast republicans as a party that wants to basically take away access to health care for 30 million people. i think that we're going to see that line coming back repeatedly. >> jason, you have a number of elements of this that are just raising people's eyebrows. you have whether the implementation is going to go smoothly, you have the fact that the online section of it really seems like it's going to be pushing really up to the deadline of october 1st for the

mej string for the exchanges. now you have this prohibiting members of congress from being exempt from obama care with their staffs. that's firing people up. >> you have insurance companies complaining about the exchanges and in states like -- in blue states like connecticut and so forth, so, yeah, there's a lot going on, but what i read in these remarks today was that the president seems to be welcoming a fight over de-funding, linking the de-funding of obama care to the debt ceiling, and if you're a republican and want to make this an issue, it sounds to me like you better be ready to go to the mattress on this. the president is saying throw me into this briar patch and we'll go to the court of public opinion, and as you mentioned, there are ellants of obama care that are very unpopular. when you ask people about the law in whole, they say it's unpopular. also, the president's poll numbers are as low as they have been since 2011 so maybe republicans feel that they can win a public relations fight here. but the president seems to be

indicating he wants to have that fight. >> republicans would phrase it saying if the president wants to close the government, they would provide a continuing resolution that would leave the government open or de-fund obama care, and we know how you feel about this, but that's how they would phrase it. that's how actually, to jessica yellin's credit, she asked the question today. >> that is a complicated argument. it's got three sentences in, obama will do the one-sentence thing he did, they want to shut the government and that trumps three sentences every time. you go all the way back to the gingrich years, our argument for shutting down was a three-sentence argument and we got smacked every time. look, obama is desperate to have this because as we saw in the polls, the republicans, it's the only way he escapes on obama care. what he was doing today is addressing the democrats who are running next year scared to death over what the election is going to look like as a result

of the disaffection of obama care, so he gave a brave front and tried to portray it as the republicans oppose health care for those people who don't have it. what republicans are oppose now is the unfair and completely incoherent implementation, the pass that congress gets, the fact that the unions are against it. it isn't only republicans and the fact that there are these arbitrary waivers and all the elements of it that everybody understands is the arbitrary and unfair. that i think is what they are worried about. obama pretends it's a matter of principle or not. it's about a train wreck coming down the track. >> charles, jason, julie from the white house lawn. bing results after the break. wait until you hear the results. that's it for the panel. stay tuned to watch the cows come home for one weathercaster.
